What Is The Singapore Green Plan 2030?

The Singapore Green Plan 2030, also known as the Green Plan, is a nationwide initiative aimed at driving Singapore's sustainable development goals forward.

How Does The Green Plan Seek To Achieve?

The Green Plan sets out bold and tangible targets for the next decade, reinforcing Singapore’s commitments to the UN's 2030 Sustainable Development Agenda and the Paris Agreement.

It also aims to position Singapore to meet its long-term goal of achieving net zero emissions by 2050.

 What Are The Green Plan’s Key Targets?

 Singapore Green Plan 2030 charts ambitious and concrete targets to advance Singapore’s national agenda on sustainable development. The five key pillars under the Green Plan encompass targets that touch almost every dimension of our lives.

City in Nature  

2030 targets:

  • Double our annual tree planting rate between 2020 and 2030, to plant 1 million more trees across Singapore
  • Increase nature parks’ land area by over 50% from 2020 baseline
  • Every household will be within a 10-minute walk from a park

Sustainable Living  

A Green Citizenry that Consumes and Wastes Less

2030 targets:

  • Reduce household water consumption to 130 litres per capita per day
  • Reduce the amount of waste to landfill per capita per day by 30%

Green Commutes

2030 targets:

  • Achieve 75% mass public transport (i.e. rail and bus) peak-period modal share
  • Electric buses to make up half of the public bus fleet by 2030. Existing diesel buses will be replaced with cleaner energy buses by 2040
  • Expand rail network to 360km by early 2030s
  • Expand cycling path networks to around 1,300km

Strengthen Green Efforts in Schools

2030 targets:

  • Achieve a two-thirds reduction of net carbon emissions from the schools sector
  • At least 20% of schools to be carbon neutral

 

Energy Reset  

Green Energy

2030 targets:

  • Increase solar energy deployment to at least 2 GWp, which can meet around 3% of our 2030 projected electricity demand and generate enough electricity to meet the annual electricity needs of around 350,000 households
  • Best-in-class power generation technology that meets emission standards and reduces carbon emissions

Greener Infrastructure and Buildings

2030 targets:

  • Green 80% of Singapore’s buildings (by Gross Floor Area) by 2030
  • 80% of new buildings (by Gross Floor Area) to be Super Low Energy buildings from 2030
  • Best-in-class green buildings to see an 80% improvement in energy efficiency (over 2005 levels) by 2030

Sustainable Towns and Districts

2030 targets:

  • Reduce energy consumption in existing HDB towns by 15%

Cleaner-energy Vehicles

2030 targets:

  • All new car and taxi registrations to be of cleaner-energy models from 2030
  • Deploy 60,000 EV charging points nationwide by 2030

Sustainable Maritime

2030 targets:

  • All new harbour craft operating in our port waters to be fully electric, be capable of using B100 biofuels, or be compatible with net zero fuels from 2030

Green Economy  

Seek new investments to be among the best-in-class in energy/ carbon efficiency

2030 targets:

  • Jurong Island to be a sustainable energy and chemicals park
  • Singapore as a sustainable tourism destination
  • Singapore as a leading centre for green finance and services to facilitate Asia’s transition to a low-carbon and sustainable future

Resilient Future

Adapt to Sea-level Rise and Enhance Flood Resilience

2030 targets:

  • Complete formulation of coastal protection plans for City-East Coast, North-West Coast (Lim Chu Kang and Sungei Kadut) and Jurong Island

Grow Local

2030 targets:

  • Build the capability and capacity of our agri-food industry to produce 30% of Singapore’s nutritional needs locally and sustainably

City in Nature

Transforming Singapore into a City in Nature

To transform Singapore into a City in Nature, we are conserving and extending Singapore’s natural capital island-wide, and raising animal health and welfare standards in Singapore. We have five key strategies to achieve this vision:

  • Expand the Nature Park Network
  • Intensify nature in gardens and parks
  • Restore nature into the urban landscape
  • Strengthen connectivity between Singapore’s green spaces
  • Enhance veterinary care and animal management

This will be underpinned by the support and involvement of the community.

 

 

Energy Reset

Under the Energy Reset pillar, we aim to use cleaner energy sources across all sectors.

Solar Energy Leadership:

  • Singapore is one of the most solar-dense cities globally.
  • Tengeh Reservoir houses a 60 megawatt-peak floating solar photovoltaic system.
  • Aim: Deploy at least 2 gigawatt-peak of solar energy by 2030, enough to power around 350,000 households annually.

Energy Storage Systems (ESS):

  • ESS are being deployed to manage solar power intermittency and enhance grid resilience.
  • A 285 megawatt-hour ESS was launched on Jurong Island, the largest in Southeast Asia.

Regional Power Grids & Low-Carbon Alternatives:

  • Singapore plans to import up to 4 gigawatts of low-carbon electricity by 2035.
  • Exploring low-carbon alternatives such as hydrogen, geothermal energy, and carbon capture.
  • National Hydrogen Strategy launched in October 2022.

Green Transport:

  • Vision: All vehicles to run on cleaner energy by 2040.
  • New diesel car and taxi registrations to cease by 2025.
  • Targeting 60,000 EV charging points by 2030, with all HDB towns being EV-ready by 2025.

Greening Buildings:

  • Buildings account for over 20% of Singapore’s emissions.
  • Green buildings are a key strategy under the Singapore Green Plan 2030 to meet sustainability goals.

Decarbonising Existing Sectors:

  • Incentives for Energy and Carbon Efficiency:
    • Resource Efficiency Grant for Energy (EDB): Supports manufacturing companies in reducing emissions.
    • Energy Efficiency Fund (NEA): Funds up to 70% of costs for companies adopting energy-efficient technologies.
  • Energy and Chemicals Sector: Plays a key role in developing low-carbon technologies like carbon capture, utilisation, and storage, crucial for large-scale decarbonisation.

Seizing Opportunities in the Green Economy:

  • New Opportunities:
    • Green finance, carbon services and trading, and sustainable tourism.
  • Government Support:
    • Research, Innovation, and Enterprise (RIE) Initiative: Focuses on developing and commercializing innovative sustainability solutions.
    • Enterprise Sustainability Programme (ESG): Supports Singapore businesses in sustainability initiatives through training workshops, capability development, and key enablers like certification and financing.

 

Sustainable Living

We will reduce carbon emissions and embrace sustainability by consuming less, recycling more, and taking public transport. We will also work towards our vision of becoming a Zero Waste Nation powered by a circular economy, with “Reduce, Reuse and Recycle” as a norm for citizens and businesses.

Zero Waste Nation and Circular Economy:

  • Goal: Achieve a zero waste nation through a circular economy with high recycling rates.
  • Water Circularity: Successful recycling of used water into NEWater.
  • Waste Circularity: Strong push to recycle waste materials, turning trash into treasure.
  • Extended Producer Responsibility & Beverage Container Return Schemes: Establish circular business models for product recycling.
  • Behavioral Nudges: Encouraging sustainable living by reducing waste and recycling correctly.

Eco Stewardship Programme (ESP):

  • Implemented in all MOE schools to nurture environmental stewardship.
  • Strengthening curriculum and school programs on sustainability.
  • Targets: Two-thirds reduction in net carbon emissions from schools and at least 20% of schools to be carbon neutral by 2030.

Green Commutes:

  • Rail Network: Expansion to 360km by the early 2030s, aiming for 8 in 10 households to be within a 10-minute walk of a train station.
  • Cycling Network: Expansion to around 1,300 km by 2030.
  • Road Repurposing & Pedestrianisation: Plans to repurpose roads and increase pedestrian-friendly areas where possible.

 

 

Resilient Future

We are starting our preparations now to deal with climate change that will last into the next century, and building up our national resilience for the future.

Coastal and Flood Defences:

  • Rising Sea Levels: Sea levels could rise by up to 1 metre by 2100, with extreme conditions potentially causing levels to reach 4-5 metres, risking flooding in one-third of Singapore.
  • PUB Initiatives:
    • Development of the Coastal-Inland Flood Model to assess flood risks.
    • Exploring engineering solutions with nature-based enhancements like sea walls, earthen bunds, revetments, and mangroves.
    • Conducting site-specific studies in vulnerable areas like City-East Coast, Jurong Island, and the north-west coast.

Strengthening Food Security:

  • 30-by-30 Target: Aim to produce 30% of Singapore’s nutritional needs locally by 2030.
  • Agri-Food Cluster Transformation (ACT) Fund: $60 million fund to support farms in expanding production capabilities.
  • Sustainable Fish Farming: Expanding in deeper Southern Waters and transforming coastal fish farms in the Straits of Johor.

Keeping Singapore Cool:

  • Urban Heat Island (UHI) Mitigation:
    • Increase greenery and pilot cool paint on building facades to reduce urban heat.
    • Deploy climate sensors island-wide to study UHI effects.
    • Conduct research (e.g., Cooling Singapore 2.0) and collaborate with industry and public to implement UHI mitigation strategies, including using cool materials and reducing human-generated heat.
